The Istanbul Convention blurs the boundaries between the sexes and this would make it harder to fight domestic violence. It therefore contradicts the constitution, the Constitutional Court decided on Friday with a majority of 8 to 4 votes.
Behind this decision are Boris Velchev, Tsanka Tsankova, Stefka Stoeva, Kety Markova, Anastas Anastasov, Grozdan Iliev, Mariana Karagyozova-Finkova and Tanya Raykovska. Against it are Rumen Nenkov, Georgi Angelov, Konstantin Penchev and Philip Dimitrov.
"In the Convention, by defining gender as a social construct, the gender boundaries of men and women are being relativised, but if society loses the ability to distinguish woman and man, the fight against violence against women remains only formal, but unfulfilled commitment, "said the decision, quoted by Mediapool.
GERB initially declared the Convention its priority but then withdrawn it from parliament under the pressure of the BSP and their "patriotic" partners in the ruling coalition .
Then the decision was left to the CC. Until now, countries in the EU that have not ratified the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence are Bulgaria, Croatia, the Czech Republic, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Slovakia and the UK.
Hungarian govt abolishes gender studies as it is useless in the country’s job market.

At the beginning of the week Hungarian universities received 24 hours from the Ministry of Human Capacities (EMMI) and the Ministry of Justice (IM) to comment on a proposed amendment, which declares that no gender studies courses can be launched in the future, HVG.hu reported on Friday.
According to HVG.hu, the part of the amendment which concerns gender studies provides no explanation whatsoever. Two universities are concerned: Hungary’s biggest state-funded university ELTE, and the Central European University, founded by George Soros.
If the amendment becomes official, it will mean that nobody can attend gender studies courses in Hungary and get a degree in the subject. HVG.hu notes that CEU offers both Hungarian and American degrees, the amendment will not affect the latter.
The Ministry of Human Capacities told HVG.hu later today that there is absolutely no interest for gender studies graduates in the Hungarian job market. EMMI added that the course is economically irrational, so they assume that it’s not launched to give the students useful knowledge, but it serves other interests.
According to the ministry, the gender studies MA takes away resources from other courses and harms the economic stability of the universities.
Christian Democratic members of the government have been criticising gender studies courses, according to them it’s an ideology, not science – HVG reminds.

More than 402,000 children were born in Poland in 2017, the highest number in “many years", the country’s family and social policy minister said on Friday.
Elżbieta Rafalska was responding to reporters' questions about the results of the Polish government’s flagship “500+” child benefits programme.
Poland’s socially conservative Law and Justice party, which came to power in late 2015, aims to ease the burdens of child rearing by giving families with two or more children a handout of PLN 500 (USD 134, EUR 116) a month per child.
Poorer families receive the allowance even if they have just one child.
Government ministers have lauded the benefits programme for reducing poverty in Poland.

Sweden’s Foreign Minister has issued a rather undiplomatic request to Canadian academic and internet sensation Jordan B. Peterson, thrilling a Stockholm audience by expressing her desire to see him fade from the public eye.
Speaking on a “pro-women” panel in Sweden’s capital on Wednesday, Margot Wallström said that Peterson should "crawl back under the rock he came from,” adding that she "can't grasp why people waste so much time on that man." The snide remarks were reported by local media that covered the event.
Peterson recently visited Sweden to promote the international release of his new book, '12 Rules For Life, an Antidote to Chaos.’ The book has been slammed by the left as conservative snake oil and an affront to feminism.
Wallström is one of the leading forces behind Sweden’s so-called“feminist foreign policy.”
Peterson became an overnight sensation after creating a series of YouTube videos in which he decried the Orwellian nature of Canada’s Bill C-16, which he said would force Canadians to use gender-neutral pronouns. The clinical psychologist has since become a widely followed lecturer, making a number of meme-famous appearances on television.
Peterson, who maintains an active and often combative Twitter account, has apparently not yet responded to Wallström’s fighting words.

Faced with a fracturing union plagued by internal squabbles, EU Parliament has taken decisive action to solve the bloc’s numerous real-world problems, issuing a pamphlet which urges MEPs to ditch words coined with “man”.
Officials and members in the parliament have been sent guidebooks on using gender-neutral language in all of their official EU-related work and communications, the Telegraph reported on Thursday. Under the new guidelines, European lawmakers will be strongly encouraged to say “chair” instead of “chairman”, “artificial” instead of “man-made”, and “humanity” instead of “mankind.”
“Gender-neutral or gender-inclusive language is more than a matter of political correctness”, the guidebook insists. “Language powerfully reflects and influences attitudes and perceptions.”
The decision has prompted reactions from the country where English originated, especially from those of its citizens who seem to support the UK leaving the bloc.
“Here it comes glad we are leaving,” one Brit on Twitter wrote.
Others have argued that the guidelines are an affront to the English language, and attempt to needlessly alter the roots and meaning behind certain words.
Some pointed that the words mean nothing if they are not supported by actions.
The guidelines first emerged in November but were geared more towards interpreters, who were advised to use gender-neutral terms when translating between languages.
The EU parliament is just the latest in a long line of Western institutions to strive for a completely inoffensive, neutral-everything world. Everything from Christmas songs to “anti-animal” language has been targeted by the PC police for hurting at least one person’s feelings on Twitter.

Contrary to everything you’ve ever been told, in most developed countries men are actually more disadvantaged than women, according to new research published in one of the world’s leading scientific journals.
The academics behind the new study say current ways of measuring gender inequality are “biased to highlight women’s issues” so they fail to produce an accurate picture. Their new yardstick, snappily named the Basic Index of Gender Inequality (BIGI), instead focuses on three factors – educational opportunities, healthy life expectancy, and overall life satisfaction.
The academics, from the University of Missouri in the US and the University of Essex in the UK, used these factors to calculate equality scores for 134 nations, representing 6.8 billion people.
The results are in and, surprisingly, men were found to be more disadvantaged than women in 91 countries while women were more disadvantaged than men in 43. Men are worse off in the US, Russia and most European nations.
“No existing measure of gender inequality fully captures the hardships that are disproportionately experienced by men in many countries and so they do not fully capture the extent to which any specific country is promoting the well-being of all its citizens,” one of the lead researchers, Professor Gijsbert Stoet, explained.
“We’re not saying that women in highly developed countries are not experiencing disadvantages in some aspects of their lives. What we are saying is that an ideal measure of gender equality is not biased to the disadvantages of either gender. Doing so, we find a different picture to the one commonly presented in the media.”
The research, which was published this week in PLOS ONE, found that the world’s most developed countries came closest to gender equality, with women gaining a slight advantage. In the least developed nations women were nearly always behind men, largely due to a lack of educational opportunities.
“With the BIGI, we are focusing on issues that are important to all women and men in any nation, regardless of level of economic and political development, and by including factors that can disadvantage men as well as women,” Professor David Geary from the University of Missouri said. “Current equality measures are generally biased to highlight women's issues and thus are not really measures of gender equality.”
For more than a decade the Global Gender Gap Index has been one of the most established measures of national gender inequality. But Professor Stoet argues that it fails to measure issues where men are at a disadvantage, such as harsher punishments for the same crime, compulsory military service and more occupational deaths.
He also says the complexity of the index means it can be difficult to distinguish whether gender differences are the result of social inequalities or personal preference.

Attention boys: bullying, homophobia, sexual harassment and abuse are all your fault, according to new guidelines published by the world’s largest association of psychologists.
While traditional gender roles – under which men are stoic, competitive, dominant and aggressive – have existed for millennia, the rise of social justice culture has seen a new phrase popularized in recent years: toxic masculinity.
This idea, that traditional male traits are ‘toxic’ and dangerous, has largely remained confined to feminist blogs and social sciences faculties, but now the American Psychological Association (APA) has jumped on board.
In the APA’s “first ever” set of guidelines to help psychologists work with men and boys, the association states that “traditional masculinity is psychologically harmful,” and “causes damage that echoes both inwardly and outwardly.”
But what is ‘traditional masculinity’ anyway? The APA says traditional masculinity is defined by “stoicism, competitiveness, dominance and aggression.” It’s found in men’s resilience in the face of adversity and insistence on “looking tough” despite mental suffering, and in their tendency to handle emotional strain with anger.
According to the APA, “traditional masculinity ideology has been shown to limit males’ psychological development, constrain their behavior, result in gender role strain and gender role conflict and negatively influence mental health and physical health.”
The association blames this masculinity for the fact that 90 percent of homicides in the US are committed by men, and for the fact that men are over three times more likely to die from suicide than women. Boys are also far more likely to be diagnosed with ADHD than girls, and suffer harsher punishments for misbehaving in school.
As such, the APA is instructing psychiatrists to change how they talk to their male patients. Clinicians, the association says, must be aware of and challenge “dominant masculine ideals,” and “combat these forces.”
Furthermore, in a nod to the social justice warrior (SJW) movement, they must “understand how power, privilege and sexism work” to both benefit and harm men.
“If we can change men,” Dr. Ryon McDermott, a psychologist who helped draft the guidelines wrote, “we can change the world.”
But do men need to be changed? Some psychologists think not.
Dr. Jordan Peterson, a Canadian psychologist and professor who has emerged as a leading voice against the SJW movement, has said that the societal “backlash” against masculinity is a futile attempt to change inherent differences in the sexes.
“There are biological differences between men and women that express themselves in temperament and in occupational choice,” Peterson argued. “And that any attempt to enforce equality of outcomes is unwarranted and ill advised as a consequence.”
While there are mountains of research for and against biological gender differences, the APA’s guidelines are noteworthy because the association is the largest psychiatric organization in the world and is often at the forefront of changing the worldwide psychological consensus.
The association’s Diagnostic and Statistical Manual of Mental Disorders (DSM) is the go-to guide for clinicians, researchers and policymakers around the world.
The association was one of the first such groups to stop considering transgenderism as a mental illness, with the publication of its fifth DSM in 2013, clearing the way for a raft of pro-trans policies, like President Obama’s decision to open the military up to transgender recruits in 2016.
Shifts in society’s perception of gender have influenced the latest set of guidelines too. “What is gender in the 2010s,” McDermott wrote in the guidelines. “It’s no longer just this male-female binary.”
On Twitter, commentators disagree wholeheartedly. “They are taking the wrong stance on men, also due to politics,” one psychologist wrote.

BUDAPEST/STOCKHOLM (Reuters) - Hungary and Sweden complained to each other’s ambassadors on Wednesday after a Swedish minister tweeted that a Hungarian plan to increase birth rates “reeks of the 30s,” prompting a retaliation from a Hungarian deputy.
Hungary’s prime minister, Viktor Orban, announced tax and loan benefits for families in his state-of-the-nation speech on Feb. 10, as part of his government’s efforts to increase the birth rate while maintaining a hard line against immigration.
The scheme will expand a loan program for families with at least two children to help them buy homes, provide subsidies for car purchases and waive personal income tax for women raising at least four children.
Orban, a right-wing nationalist, said the country needed Hungarian children rather than immigrants.
“What is happening in Hungary is alarming. Now, Orban wants more ‘genuine’ Hungarian children to be born,” Swedish Social Affairs Minister Annika Strandhall tweeted on Feb. 12.
“This policy reeks of the 30s and as right-wing populist they need to create smoke-screens for what this kind of politics does to the independence that women have been fighting for,” said Strandhall, a Social Democrat and feminist.
Zsolt Semjen, Orban’s Christian Democrat deputy, responded on a Sunday evening television talk show, saying Strandhall’s remarks were an aberration triggered by political correctness, according to a summary of his remarks published online.
The Swedish ministry of foreign affairs said it met the Hungarian ambassador on Wednesday to tell her dialogs should be conducted without personal attacks, a ministry spokesman said.
Budapest in turn summoned the Swedish ambassador over Strandhall’s tweet, saying it was appalling that the Swedish minister should, in effect, accuse the Hungarian government of Nazism over its efforts to help families.

In a letter to the European Commission’s Directorate-General for Education, Youth, Sport and Culture, the Ministry of Education and Science has requested a revision in the questionnaire to the SELFIE digital self-assessment tool.
The reason : to the remove either the option ‘other’ or to complete the question about respondents’ gender because the question is unacceptable in its present form, the ministry said in a press release.
It has called for a quick solution, given that SELFIE helps schools implement digital technology.

When Veronika Sediva, a 32-year-old consultant, visited the passport office in Prague two years ago to pick up documents for her partner and their son, she was turned away.
“It’s heartbreaking to be told your family is not real,” Sediva said. “That you’re not equal.”
Czech law does not officially recognize her place in the family. Should anything happen to her partner, who gave birth to their child, Sediva would have no legal right to custody, although she is also his mother.
This nightmare for parents, among other inequities, has members of parliament and activists pushing for a bill that would legalize same-sex marriage. A first reading of the draft legislation in Parliament is scheduled for March 26.
The Czech Republic is already one of the most tolerant countries in Central and Eastern Europe toward the LGBT community. Large, peaceful pride events are regular features of life, and many LGBT families are protected under registered partnerships that provide some legal recognition for same-sex couples but still don’t offer taxation and property rights equal to those offered under heterosexual marriage. Under the scheme, same-sex couples do not receive equal benefits when one partner dies and are not eligible to adopt children. Some couples, like Sediva and her partner, prefer to wait for full equality.
“The main impetus [for the proposed legislation] is the great legal uncertainty for children who grow up in same-sex couples,” said Radka Maxova of ANO, the centrist party that leads the country’s governing minority coalition. She proposed the bill, noting a parallel with the struggle for women’s rights.
Some 60 percent or more of the population approves of the measure, according to recent polls, and the government gave the bill its official blessing last June. However, it faces opposition from parties on the right, and they’ve been delaying its passage with filibusters and through backroom horse-trading.
“We want to protect matrimony,” said Marek Vyborny, a member of parliament for the Christian and Democratic Union-Czechoslovak People’s Party, who is sponsoring a bill—which seeks to amend the constitution and would thus need a two-thirds majority in Parliament to pass—that would define marriage in heterosexual terms. “We want to prevent the dilution of it by liberal forces,” he added.
These positions mirror debates on the issue that have taken place around the world over the past several decades.
A map of same-sex marriage rights across Europe reveals a stark division that almost replicates the Cold War Iron Curtain. Most Western European countries have legislation in place; no former Communist state does.
By and large, Eastern Europe is not seeing an increase in LGBT rights. A global, resurgent wave of conservatism is hard at work in the region. Hungary changed its constitution to ban same-sex marriage in 2012, followed two years later by the Czech Republic’s neighbor Slovakia. In addition, the Kremlin, hand in hand with the Russian Orthodox Church, has been pushing a socially conservative agenda beyond Russia’s borders.

A Russian father, who fled with his three daughters to Poland, going against Swedish social services which put the children in a Muslim foster family, finally received justice as a Polish court allowed the girls to stay with him.
On Wednesday a Polish court decision, ruling that Swedish social services had violated an EU convention that forbids placing children in foreign cultural environments, ended a forced separation of a father and his daughters who are 12, 6 and 4 years old.
Denis Lisov, who came to Sweden seven years ago, learned that social services decided to take away his three daughters and place them in a Muslim foster family after his wife was admitted to a hospital with mental illness. The services decided that Denis, who wasn’t officially employed at the time, couldn’t take proper care of the girls.
Though Lisov's family formally retained custody of the children, the father only had the right to see them six hours a week.
According to his lawyer, the family was given no opportunities to defend their rights and the girls didn’t want to stay in a foster family. One of the main problems was that the children came from a Christian family and found it difficult to abide by the rules of the Muslim household.
After a year apart Denis Lisov took desperate measures to leave Sweden for Russia with his daughters. However, the family was stopped in Warsaw by Polish authorities as Sweden reported the girls missing. Through the intervention of Russian diplomats and lawyers, the children were not sent back to Sweden, and the case was handed to the courts.
“The children have a very strong bond with the father, and when I talked to them they told me that they want to stay with him,” Judge Janeta Seliga-Kaczmarek said, as quoted by Swedish media. The court also decided that the father had to stay in Poland until his refugee status was granted.
The case has received a lot of attention in all three countries. Polish Interior Minister Joachim Brudziński praised the ruling tweeting “The Court decided that the children should stay with their father. Well done the police and the border police.”
In Russia, children’s ombudswoman Anna Kuznetsova thanked her Polish counterpart for the attention to the matter and promised assistance to the Lisov family.
