I once though that Ostrava is an ethnically Polish area which fell under Czech rule to appease the Czech government after 1918, in exchange for other areas of Silesia.

At first: I don't know much about Silesian history, I only know, they once had an autonomy and then they was separated to two areas: Czech part and Polish part. I think they deserved fully autonomy as though Slovans from Luzice (in Germany). All Slovans nations should have your own are, like Bavarians and Saxons in Germany or Scottish and Welsh people in Great Britain etc. But Czech government doesn't respects land borderlines of Moravia and Silesia, actually they separated all Czech Republic into 14 districts without respect on segmentation of old borderlines. And Moravia might deserve your own autonomy, because we are an oldest Slovan nation (remember Great Moravia?).

Moravia was state on today’s Hungarian, Slovak and Serbian territory.
It was state which was spread from Serbian river Great Morava to river Morava in Slovakia. That land connected South Slavs with rest of Slavic world and was destroyed by old Hungars-Tatars and Teutons.
If that Coat of arms that you showing to us represents symbol of Moravia, I can tell you that it can be one more proof that Croats originates from Serbs.
It is crazy if ``sahovnica`` is in fact old lost Serbian (or Slovak) symbol, not Austrian/Habsburg.
