A sprawling network of Ukrainian biological laboratories has received funding from US government agencies and companies closely affiliated with top American elites, the Russian military claimed on Thursday.
The fresh allegations were presented by Lieutenant General Igor Kirillov, commander of the Russian Nuclear, Biological and Chemical Protection Forces, during a press briefing.
“The available materials make it possible to trace the scheme of interaction between US government agencies and Ukrainian biological objects,” Kirillov said, presenting an elaborate scheme purporting to show the flow of funding.
“Pay attention to the involvement in he financing of such activities by structures close to the current US leadership, in particular the investment fund Rosemont Seneca, which is headed by Hunter Biden. The Fund has significant financial resources of at least $2.4 billion.”
It was not immediately clear which company Kirillov was specifically referring to because Rosemont Seneca is a decentralized investment fund, comprised of several entities sharing similar names. President Joe Biden’s youngest son Hunter headed the now-defunct DC-based Rosemont Seneca Partners LLC, but his legal team has denied his involvement with other branches of the fund, namely the Delaware-based Rosemont Seneca Thornton LLC.
The Rosemont Seneca fund is closely affiliated with top Pentagon contractors, Kirillov explained, explicitly naming Metabiota, as well as the Black and Veach companies he described as “the main supplier of equipment for Pentagon biolaboratories around the world.”
The latter concern has been named as a contractor in a 2015 deal between the US government and Ukraine, publicized by the Russian military during the briefing.
According to the document, a nearly $32-million program was aimed at “organizing work of the laboratories, built and modernized with the help of the donor [the US government],” as well as “monitoring infectious diseases” and conducting work to “react rapidly” to outbreaks. The program also listed the “safe collection, processing, temporary storage and transportation of clinical samples” as its goals.
The Ukrainian biolaboratories network has been funded by other US agencies as well, Kirillov said, describing the scale of the biolabs program as an “impressive” one.
“Apart from the military, the US Agency for International Development, the George Soros Foundation, and the Centers for Disease Control and Prevention are directly involved in its implementation. Scientific supervision is carried out by leading research organizations, including the Los Alamos National Laboratory, which develops nuclear weapons,” the official said.
Moscow sound the alarm about questionable US-sponsored pharmaceutical and biological research taking place in secretive laboratories scattered across Ukraine after it attacked its neighbor, last month. The military offensive came following a seven-year standoff over Ukraine’s failure to implement the terms of the Minsk agreements, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.
Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

US clarifies position on use of chemical weapons.

The United States has no intention of using chemical weapons under any circumstances, National Security Adviser Jake Sullivan told reporters on Friday. The comment comes after President Joe Biden said on Thursday that a Russian deployment of such substances in Ukraine would trigger “a response in kind.”
Biden’s statement led to speculation that the US would intervene militarily in Ukraine if Russia used chemical weapons, whether by conventional means or by using chemical weapons of its own. Biden, who has thus far ruled out direct American involvement in the ongoing conflict, added that “the nature of the response would depend on the nature of the use.”
Speaking to reporters aboard Air Force One, Sullivan said on Friday that Biden’s use of the phrase “response in kind” was referring to proportionality, and that “there will be a severe price if Russia uses chemical weapons.”
Biden, UK Prime Minister Boris Johnson, and NATO Secretary General Jens Stoltenberg have all warned Russia that such a move would be met with a harsh response, though none have laid out what that it would be.
Washington and its allies have accused Moscow of preparing to use chemical weapons in Ukraine, but Russia has rejected the accusations, and countered that Kiev might be planning a “false flag” attack to pin the blame on Russia in order to draw in NATO intervention.
Meanwhile, Russia has published documents that it says show the US was funding biological weapons research in several Ukrainian laboratories. American officials have described Moscow’s claims as “disinformation,” although they have confirmed the labs’ existence, and the US government has
admitted to working with Ukraine to “consolidate and secure pathogens and toxins of security concern.”
Russia sent troops into Ukraine in late February, following a seven-year standoff over Kiev’s failure to implement the terms of the Minsk agreements and end the conflict with the breakaway regions of Donetsk and Lugansk. Russia ended up recognizing the two as independent states, at which point they asked for military aid.

Hunter Biden’s abandoned laptop has reared its ugly head again, as it reportedly contains emails that appear to back up Russian claims that the US president’s son was involved in financing military research into dangerous pathogens at biolabs in Ukraine.
Biden helped arrange millions of dollars in financing for Metabiota, a Pentagon contractor that specialized in researching pandemic-causing pathogens that could be used as bioweapons, the UK’s Daily Mail
outlined on Friday, citing newly obtained emails and letters from the computer. The president’s son and his partners in a firm called Rosemont Seneca also invested $500,000 in the contractor.
At least one of the documents suggested that Metabiota’s interest in Ukraine went beyond research and money-making. An executive with the contractor, Mary Guttieri, explained in an April 2014 memo to Hunter Biden of “how we can potentially leverage our team, networks and concepts to assert Ukraine’s cultural and economic independence from Russia and continued integration into Western society.”
Another memo showed that Biden had pitched a “science project” involving Metabiota and Burisma, the Ukrainian natural gas company where Biden made millions of dollars as a board member. His pay was cut by half after his father’s stint as US vice president ended in January 2017.
The revelations come one day after Russian military officials alleged that US agencies and high-level Democrats, including Hunter Biden, have been involved in backing bioweapons research in Ukraine. The officials cited documents that had been seized by Russian soldiers in the former Soviet republic.
However, some Western media outlets dismissed the claims as Russian propaganda meant to justify Moscow’s military attack on Ukraine. In many cases, the allegations were brushed off or ridiculed without even taking them seriously enough to include a US government response. For instance, the
Daily Beast declared in a headline, “Russia ramps up the crazy,” while state-funded NPR and other outlets referred to the accusations as “false” or “propaganda” without any apparent probing of the facts. Even the Daily Mail itself, before obtaining the latest Biden emails, said Russia had ramped up its “wild propaganda campaign” by making its bioweapons claims.
The reaction echoed the response in October 2020, when the New York Post broke a story alleging overseas influence-peddling by the Biden family, citing emails obtained from a laptop that Hunter had abandoned at a Delaware repair shop. Spreading the report was blocked on social media, where the Post was censored, and mainstream media outlets suggested that the scandal was the result of a Russian disinformation campaign.
Thus, the original scoop was essentially buried just weeks before Biden was elected president, in an extraordinary case of media bias. However, last week, the New York Times admitted that the laptop and its contents were authentic.
Government records show that Metabiota was awarded an $18.4 million contract by the Pentagon, the Daily Mail added. Emails showed that Hunter Biden claimed to be helping the contractor “get new customers,” including government agencies.

Documents and other evidence from US-funded laboratories in Ukraine suggest that Kiev was planning to use drones to deploy pathogens against the Donbass, as well as Russia itself, Moscow claimed on Wednesday.
The Defense Ministry also alleged that it has identified specific US officials involved in the development of bioweapons in the East European country. No direct evidence was provided to back up the assertion.
Of particular interest to Russian investigators are “documents testifying to the plans of the Kiev regime to use unmanned aerial vehicles capable of carrying and spraying deadly substances,” military spokesman Major General Igor Konashenkov outlined during a briefing.
Facts in the possession of the Russian military “prove that the Kiev regime was seriously considering the possibility of using biological weapons against the population of the Donbass and the Russian Federation,” Konashenkov added.
Russia has also identified “specific officials who took part in the creation of components of biological weapons,” the general went on to reveal. He did not name any of them, however, saying only they were “the heads of divisions and employees of the US Department of Defense, as well as its main contractors.”
These campaigns were “directly related to the son of the current US president, Hunter Biden,” Konashenkov added, citing investigations in the Western media. Last week, the Daily Mail published emails showing Biden’s ties to the Pentagon contractor Metabiota, which specialized in researching potential pandemic-causing pathogens that could be used as bioweapons.
Biden’s involvement in the US funding of Ukrainian biolabs was brought up by Lieutenant General Igor Kirillov, commander of the Russian Nuclear, Biological and Chemical Protection Forces, in a briefing last Thursday.
The results of the further analysis of documents and other evidence obtained from Ukrainian biolabs will be shared in more detail “in the near future at a special briefing,” Konashenkov promised.

The Russian military has presented
documents showing Ukraine’s interest in using drones to deliver weaponized pathogens developed in US-funded biolabs. Names of US officials involved in the biolabs projects, and the role the current US president’s son played in the program, were also made public during the special briefing on Thursday.
One of the key pieces of evidence was a letter from the Ukrainian company Motor Sich to the Turkish drone manufacturer Baykar Makina – makers of the Bayraktar TB2 and Akinci UAVs – dated December 15, 2021. The Ukrainians specifically asked if the drones could carry 20 liters of aerosolized payload to a range of 300 kilometers – putting them in range of a dozen major Russian cities and almost all of Belarus.
“We are talking about the development by the Kiev regime of technical means of delivery and use of biological weapons with the possibility of their use against the Russian Federation,” said Lieutenant General Igor Kirillov, commander of the Russian Nuclear, Biological and Chemical Protection Forces.
Kirillov also referenced a US patent (No. 8,967,029) for a mechanism to deploy aerosolized pathogens from a drone. The US response to a 2018 Russian inquiry about this patent did not deny its existence, but claimed that it technically did not violate Washington’s obligations under the treaties banning chemical and biological weapons, he pointed out.
Kirillov showed signed contracts between US government agencies – Defense Threat Reduction Agency (DTRA), the Pentagon, the Department of State – and the Ukrainian Ministry of Health, as well as the specific facilities inside Ukraine. The Pentagon spent more than $30 million for biological research at just one Ukrainian facility, the Public Health Center of the Ministry of Health, according to the Russian military.
DTRA official Robert Pope was “one of the key figures” in the program, and “the author of the idea of creating a central depository of especially dangerous microorganisms in Kiev,” Kirillov said. The Pentagon’s biological projects in Ukraine were coordinated by Joanna Wintrol, head of the DTRA office in Kiev, until she left in August 2020. She directly supervised projects UP-4, UP-6, and UP-8 to study deadly pathogens, including anthrax, the Congo-Crimean fever, and leptospirosis, according to Kirillov.
The US agency’s point of contact was Ukraine’s Health Minister (2016-2019) Ulyana Suprun, herself a US citizen, Kirillov noted, while a major go-between was the private contractor Black and Veatch, whose Kiev office was headed by Lance Lippencott. Another Pentagon contractor, Metabiota, also had a role in the project.
Kirillov said that Hunter Biden – son of the current US President Joe Biden – played “an important role in creating a financial opportunity to work with pathogens on the territory of Ukraine,” pointing to several emails between him and executives of Metabiota and Black and Veatch. In particular, he described the Metabiota VP as “a confidant of Hunter Biden,” based on their correspondence. According to the general, the “Western media” has confirmed the authenticity of these emails – presumably a reference to materials published last week by the British newspaper the Daily Mail.
Even Kiev was concerned about the biolabs, according to a memo Kirillov showed. A 2017 letter from the Kherson department of the Ukrainian Security Service (SBU) said that DTRA and Black and Veach intend to “establish control over the functioning of microbiological laboratories in Ukraine conducting research on pathogens of particularly dangerous infections that can be used to create or modernize new types of biological weapons.”
Pointing to a June 2019 document from the Public Health Center of the Ministry of Health of Ukraine, Kirillov wondered why it insisted on secrecy and required that “serious” incidents “including the death of the subjects” had to be reported to the US bioethics authorities within 24 hours – when other documents about that specific program only reference standard blood sampling work.
“We do not exclude that the official research program is only the ‘visible part of the iceberg’, while in practice, volunteers were infected with the Congo–Crimean fever virus, hantaviruses and the causative agent of leptospirosis,” the general said, accusing the US of “a dismissive attitude towards the citizens of Ukraine,” and treating them as guinea pigs for biological and medical experimentation.

Kirillov said that the Russian intervention halted activities at five Ukrainian biolabs that had been working with anthrax, tularemia, brucellosis, cholera, leptospirosis, and African swine fever.

China calls for ‘objective’ analysis of Russia’s claims about US biolabs in Ukraine.

The international community should provide a “fair, objective and professional” assessment of Russia’s allegations regarding alleged US military laboratories in Ukraine, Chinese Foreign Ministry spokesman Zhao Lijian said.
In March, Russia shared evidence obtained from laboratories across Ukraine that apparently confirms that Pentagon-funded labs were working on “biological weapons components,” and may have been connected to suspicious outbreaks of dirofilariasis, tuberculosis, and avian flu over the past several years. According to the latest data revealed by military spokesman Major General Igor Konashenkov on March 30, Kiev was planning to use drones to deploy pathogens against the Donbass republics, as well as Russia itself.
Speaking at a regular press briefing on Friday, Zhao said the US has still not come up with a “constructive response” to Russia’s statements, and called on the international community to give serious consideration to Moscow’s claims.
He said, as quoted by TASS, that China “would welcome a fair, objective and professional assessment by the international community of the documents provided by Russia on the basis of the UN mechanisms and the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.”
China has consistently encouraged the US to make public all information about its biolabs. Two weeks ago, China’s permanent representative to the UN, Zhang Jun, told the UN Security Council that following the revelation by Russia of the newly discovered documents, “the party concerned should respond to questions, and offer timely and comprehensive clarifications to remove the doubts of the international community.”
Several days prior to that, Beijing disclosed for the first time the alleged number of US-controlled biolabs. Saying that laboratories in Ukraine are just the “tip of an iceberg,” Zhao revealed that the Pentagon “controls 336 biological laboratories in 30 countries around the world.” Noting that the US “has been exclusively obstructing” the establishment of an independent verification mechanism, the Foreign Ministry spokesman called on the US to “publish the relevant details as soon as possible, including which viruses are stored and which research has been carried out.”

The US is bracing for the possibility that Russia might use chemical or biological weapons against Ukraine, providing equipment and supplies that could be used to save lives after such an attack, White House press secretary Jen Psaki has claimed. She didn't explain why Moscow might resort to such measures, especially given its military superiority, both in terms of available manpower and materiel.
Psaki disclosed the aid effort on Friday, without giving details on what exactly is being sent to Kiev. She added that supplying Ukraine won’t compromise American preparedness for similar attacks.
The statement comes weeks after Psaki suggested that Moscow may be planning to deploy chemical or biological weapons against Ukraine. She initially made the assertion in response to documents published by Russia, which alleged that US-backed labs in Ukraine were developing bioweapons. No evidence was provided to back up Psaki's assertions.
“This is all an obvious ploy by Russia to try to justify its further premeditated, unprovoked, and unjustified attack on Ukraine,”
Psaki said last month. “Now that Russia has made these false claims, and China has seemingly endorsed this propaganda, we should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them.”
US officials also dismissed as “preposterous” subsequent allegations that President Joe Biden’s son, Hunter Biden, had been involved in financing military research into dangerous pathogens at Ukrainian biolabs. However, the UK Daily Mail last week reported that correspondence found on the younger Biden’s abandoned laptop at least partially corroborated the Russian claims.
Also last week, President Biden raised eyebrows when he told reporters during a visit to Europe that NATO would respond “in kind” if Russia used chemical weapons in Ukraine. White House officials later denied that the US would use chemical weapons, saying that it was still against policy.
Biden administration officials have dismissed the Russian accusations as “laughable” and “absurd,” but as Chinese Foreign Ministry spokesman Zhao Lijian noted on Friday, Washington hasn’t offered “any constructive response” to the allegations. He said the US has conducted the most bioweapons activities of any country and that it’s the only nation opposing establishment of multilateral verification of compliance with the Biological Weapons Convention (BWC).
“The international community has good reason to question the US bio-military activities,”
Zhao said. Washington has accused other countries of BWC violations, without providing “solid evidence” – in some cases to justify imposing sanctions or waging war – but “when it comes to its own compliance, the US has tried to muddle through, which is unacceptable,” he added.

A biolab in Ukraine has allegedly conducted unethical human experiments on behalf of the US government, Russia’s defense ministry claimed on Thursday, in its latest update on Pentagon-funded research in the country.
The allegations concern a laboratory located in Merefa, a city in Ukraine’s Kharkov region, located about 20 kilometers (12 miles) southwest of the provincial capital. The Russian military claimed that “American scientists from the lab” conducted a series of human experiments between 2019 and 2021, using patients at a psychiatric ward in Kharkov as subjects.
The research involved testing “potentially dangerous biological preparations,” the ministry claimed, without explaining what exactly was being tested.
The subjects were screened based on their age, nationality, and immunity status and were closely monitored, the ministry said. The ward kept no records about the alleged trials while its staff members were made to sign non-disclosure agreements, it alleged.
The Russian military claimed it had eyewitness testimonies of the “inhuman experiments,” but declined to provide any evidence of that, citing the necessity to protect them.
It said the lab shut down in January and all its equipment and research materials were moved to western Ukraine.
Russia suspects the Pentagon of funding clandestine bioweapons research in Ukraine and many other nations. The US government says the labs operating under the US military’s Defense Threat Reduction Agency (DRTA) act as biological outposts monitoring the environment for potentially dangerous infections emerging naturally. Moscow says the research may have military applications.
The Russian defense ministry has conducted a number of media briefings regarding the program and labs in Ukraine since Moscow launched an attack on the country. The Russian government has argued that the evidence presented confirmed its long-held suspicions about American intentions.

Maria Zakharova: As a result of the Special Military Operation in Ukraine (SMO), Russia’s Armed Forces found documents that shed some light on the bio-military programme implemented by the US Defence Department in Ukraine. The researchers in the programme were studying the most dangerous pathogens – potential biological agents for biological weapons that have natural focuses in both Ukraine and Russia. They were also researching ways that epidemics spread based on these agents. The scale of work makes it obvious that a considerable, and probably the most important, part of the information on the American military programme remains concealed from the international community.
Speaking at a US Senate Committee on Foreign Relations hearing on March 9, 2022, Undersecretary of State for Political Affairs, Victoria Nuland, said Washington was trying to prevent the transfer of some research materials from Ukrainian bio-laboratories to Russian forces. During press briefings on March 7, 10, 17, 24 and 31, Chief of the Russian Armed Forces’ Radiation, Chemical and Biological Defence Forces Igor Kirillov described the US bio-military activities in Ukraine, based on the information obtained during the SMO in Ukraine by the Armed Forces of Russia. He also set forth conclusions based on expert analysis. Researchers continue to study these materials.
Question: What is Russia doing to see that the United States provides clarification on its military biological cooperation with Ukraine?
Maria Zakharova: Russia has made public the facts that have come to light to date at the UN and other international organisations and called on the US authorities to provide detailed explanations, but, predictably, Washington does not appear to be ready to share with the public any meaningful information on its military biological programme in Ukraine.
Furthermore, clearly, the White House thinks that offence is the best defence and has launched yet another propaganda campaign centered on the false assertion that our country’s efforts to draw the attention of the international community to the activities of US military biologists in Ukraine are allegedly nothing more than a smoke screen, which, they say, Moscow will try to use to cover up the potential use of biological or chemical weapons during the special military operation that is conducted by the Russian Armed Forces.
This crude attempt by the US to divert public attention from this dangerously explosive issue of US-controlled biological laboratories in Ukraine and to drown it in this “apocalyptic sensation” was – at first glance unexpectedly – strongly supported by German political leadership. A number of leading German politicians and top officials, including Federal Chancellor of Germany Olaf Scholz, have released statements that mimic the US narrative in the form of righteous threats and warnings directed at Russia. Berlin’s official proactive verbal stance remains in line with the strategy that it has pursued for a long time now in the context of the Ukraine crisis (which isn’t helpful in settling it now and which earlier led the Minsk process into a dead-end with its deliberate pro-Kiev slant), but nevertheless stands out in its blatant cynicism of the overall flow of anti-Russia rhetoric that has been coming from Germany in recent weeks. First of all, in view of the key circumstance that even before the Russian Armed Forces started this special military operation, Germany, alongside the United States, had been conducting vigorous military biological activities in Ukraine for many years and, possibly, continues to do so. We strongly believe that this is largely what motivates Germany to be more active, as compared to other EU countries, in its attempts to ascribe to our country criminal plans concerning the use of biological and chemical weapons in Ukraine and the Donetsk and Lugansk people’s republics, which have not yet been liberated.
Question: Are there any additional details about Germany’s military biological activities in Ukraine?
Maria Zakharova: For you to better understand the situation, I will cite the following facts. Since 2013, under the auspices of the German Federal Foreign Office, the German Government has been implementing the German Biosecurity Programme (GBP) which includes partnership projects with government agencies and research organisations in focus countries, which Ukraine became part of in 2014, the year of Maidan. German specialists from the Institute of Microbiology of the German Armed Forces (Munich), Friedrich Loeffler Institute (Greifswald-Riems Island), Bernhard Nocht Institute for Tropical Medicine (Hamburg) and the Robert Koch Institute (Berlin), which specialise in research of deadly biological agents, are engaged in practical activities.
According to the German Federal Foreign Office, the third phase of the GBP will be implemented in 2020-2022. We can infer from the publicly available materials that the GBP’s stated technical goals include, among others, the gathering of epidemic intelligence in third countries, including with the use of big data technology, and developing the infrastructure of partner countries for handling dangerous biological agents.
The Institute of Experimental and Clinical Veterinary Medicine in Kharkov has been the Institute of Microbiology of the German Armed Forces’ main Ukrainian counterparty since 2016, which we know from its own data. The two institutes cooperate under the Ukrainian-German project titled “Initiative on Biological Safety and Biological Defence in the Management of the Zoonotic Risks at the Outer Borders of the European Union.” The fact that its official goal is to “improve the biological defence and security situation” in Ukraine, “particularly in the east of the country” gives rise to the rhetorical question of which border the German military biologists consider an outer border for the purposes of their professional interests. Is it the Russian-Ukrainian border?
The Institute of Microbiology claims in its materials that the project is related to the “potential threat of biological terrorism” in Ukraine amid the unending hostilities in eastern regions of that country. It is crystal clear that this is a way to send a subtle message about the DPR and LPR’s possible “involvement” in hatching plans for the use of internationally prohibited biological weapons. In so doing, the German military have been deliberately intimidating their Ukrainian counterparts for a long time and have, in fact, been psychologically pitting them against the Donbass republics. Ukrainian biological safety experts invariably participate in the medical biodefence conferences that are regularly held by the Institute of Microbiology of the German Armed Forces.
Obviously, to ensure protection against a potential biological attack, it is first necessary to study the potential biological agents with which it can be made. In other words, it is necessary to conduct research in the field of biological or chemical weapons. The Armed Forces of Germany (AFG) have enough knowledge and practical skills in this area, as was demonstrated by the scandalous incident with the mysterious poisoning of blogger Alexey Navalny. Specialists from the AFG Institute of Pharmacology and Toxicology – a military institution allied with the AFG Institute of Microbiology – supposedly very quickly detected in the body of the Russian citizen traces of some military toxin that NATO lists in the Novichok family. Such a high level of expertise – if, of course, all statements were factually accurate – suggests that the AFG is able to synthesise toxic substances independently, including the notorious Novichok and its markers.
Germany’s Friedrich Loeffler Institute that is in charge of the centre for the study of the most dangerous viruses and zoonotic infections on the Baltic Island of Riems, maintains active cooperation with the Ukrainian State Research Institute of Laboratory Diagnostics and Veterinary-Sanitary Expertise (Kiev), the State Scientific Control Institute of Bio-Technology and Strains of Microorganisms (Kiev) and also with the Institute of Experimental and Clinical Veterinary Medicine (Kharkov) that cooperates in parallel with the AFG Institute of Microbiology. In Ukraine, the Friedrich Loeffler Institute has focused on Crimean-Congo hemorrhagic fever. Soviet scientists discovered it for the first time on the territory of Russian Crimea in 1944. There is documented evidence that the institute commissioned its Ukrainian partners to collect samples of ectoparasite recipients of bats that were transferred to the afore-mentioned Reims Island under the existing agreements.
The Bernhard Nocht Institute for Tropical Medicine has concentrated its activities in Ukraine on extremely dangerous fevers – Denge, Chikungunya, West Nile and Usutu, to name a few.
This information on Germany’s bio-military activities in Ukraine is far from exhaustive. It cannot be ruled out that, as the special military operation progresses, additional documents will be discovered by the Russian Armed Forces. According to confirmed reports, Germany closely coordinated its work on biological security with its American allies that established a network of at least 30 biological laboratories in Ukraine. In addition to their other activities, they were involved in dangerous research.
We urge German officials to immediately stop spreading false allegations about our country’s intentions to use weapons banned by international law. We believe that such statements can only serve to push neo-Nazi battalions to commit horrible provocations, and moral responsibility for their tragic consequences will be shared by Berlin.
