Russian energy giant Gazprom will work with Russian Railways on the construction of a railroad which will run to the new Arctic port of Sabetta, on the western shore of the Ob river estuary, on the Yamal peninsula.
The project is set to be transferred to federal ownership so that the federal budget could back the potential investors, according to an unnamed government source, as quoted by Russian business daily Vedomosti. The partners are reportedly in talks with Russia's largest independent natural gas producer Novatek.
The new railroad is a vital transport corridor necessary for delivering cargo, transporting oil and gas, and moving freight from the Northern Latitudinal Railway to the Northern Sea Route. The new line will extend the existing 1097km-long (682 miles) railroad which connects the small northern settlements of Obskaya, Bovanenkovo and Karskaya to Sabetta.
The existing railroad is owned by Gazprom. The projected cost to build the extension will total up to 115 billion rubles ($1.7 billion), according to sources cited by the media.
The new concession agreement is going to replace the existing public-private partnership that had been clinched in 2015 between the government of Yamalo-Nenets Autonomous Okrug and VIS TransStroy, a subsidiary of VIS Construction Group. The firm was expected to finish construction by 2019, but the work hasn’t started.

Japan’s Maritime Self-Defense Force has appointed a new mascot to represent it and strike fear into the hearts of those who dare to enter Japanese territorial waters uninvited: a giant, pink sea cucumber.
Namakoro the sea cucumber will represent the de facto navy which boasts 154 ships and 346 aircraft and consists of approximately 45,800 personnel.
The decision was made because “sea cucumbers don't run, don't hide, and have thick skin which is good for protection from enemies,” according to Mondo Mascots, a blog which posts updates on Japanese mascots.
Sea cucumbers don’t wear sailor suits or have cartoon-like features and can actually look mildly terrifying in certain circumstances.
There are thousands of mascots across Japan from a guinea pig dressed as a deer, to a blue singer with a toilet for a head. The practice exploded in Japan about five years ago following the success of Hikonyan, the samurai cat mascot of a castle in Hikone, which hugely boosted tourism at the site.
“Every other town is having a go, small villages will make a really cheap mascot, like, they’ll cobble it together out of a cardboard box and some fabric and it’ll be based on a design from the local eight-year-old and they’ll have this shambolic mascot wandering around the town,” Chris Carlier, an Englishman living in Japan for the past 16 years and operator of the Mondo Mascots website, told VICE.
Mascot culture is a big deal in Japan, and is used to promote causes from health screenings, civic duty, shopping and sports teams. A ‘pear fairy’ was even appointed as the temporary chief of police in Chiba.

Moscow wants to boost economic ties with Hanoi, according to the Russian Prime Minister Dmitry Medvedev. He said the two countries have agreed to nearly triple trade turnover by the end of next year.
Medvedev is currently on an official visit to Vietnam where he has already met with the Vietnamese Prime Minister Nguyen Xuan Phuc.
“We have agreed to cooperate more closely and effectively implement a free trade agreement Vietnam has signed with the (Russia-led) Eurasian Economic Union,” Phuc told reporters Monday after meeting with Medvedev.
He explained the two countries are looking to facilitate bilateral trade in farm produce and seafood and will have measures to support joint energy investment projects.
The volume of Russia-Vietnam trade amounted to $3.37 billion in January-August 2018. Last year, trade turnover increased by 36.2 percent to $5.23 billion. Russia’s exports to Vietnam include machinery and equipment, grain crops, food products, mineral raw materials, metals, etc. Imports included electrical engineering and components, mobile phones, textiles, food, and agricultural raw materials.
Vietnam was the fourth largest buyer of Russian wheat after Egypt, Turkey and Bangladesh in the previous marketing season. The Southeast Asian country has imported 1.2 million tons of Russian wheat since the start of the current 2018/19 marketing season on July 1.
According to Medvedev, the sides will expand their cooperation in the oil and gas industries and transportation. Russia currently invests in over a hundred projects in Vietnam worth almost $1 billion, including oil and gas exploration.
Three years ago, Vietnam joined the Russia-led Eurasian Economic Union (EEU), becoming the first non-regional country to enter the bloc. The free trade zone agreement allows Russian car manufacturers to produce vehicles in Vietnam.

Russia to invest $4 billion to build Arctic port along Northern Sea Route.

Plans for building a sea port in on one of Russia’s northernmost areas have been brought back to life. The $4 billion project in the Nenets region is key to the country's strategic plan to open shipping in the Arctic.
The project has reportedly been included in Moscow’s list of major investment projects on transport and infrastructure development. The new port, which will be located in the small Nenets settlement of Indiga, will be operated year-round.
The annual cargo turnover is set to reach 70 million tons, 50 million tons of which will account for coal shipments, extracted from Russia’s biggest coal mining area in the Kuznetsk Basin, located in southwestern Siberia.
The sea port will be financed by both private investors and state support. Private investors are expected steer 60 billion rubles ($900 million) into the project with the remaining 198 billion rubles ($3 billion) to be provided by the Russian government.
The new northern port will require the creation of necessary land-based infrastructure. The project is planned to include construction of a new railroad connecting Indiga with the Western Siberian city of Surgut.
The idea to build a sea port in the Indiga settlement is not a new one. According to the previous plan, the port was destined for exports of liquefied natural gas, but Russian state energy giant Rosneft failed to obtain a permit and the project was frozen.
Indiga, populated by only 632 people as of 2010, is located at mouth of the river that bears the same name. The river is hardly ever frozen and is deep enough to accommodate the port infrastructure.

Russia-China trade turnover hits record $100 billion.

The volume of mutual trade between Russia and China finally reached $100 billion for the first time ever, according to Gao Feng, the Chinese commerce ministry's spokesman.
The official said that the trade turnover hit the all-time high in the middle of December, 2018. Feng added that Russia was China’s major partner when it comes to trade growth dynamics.
Russia is reportedly ranked as China’s tenth biggest trade partner, while China remains a major importer of Russian produce, accounting for 15 percent of the country’s international trade as of 2017. Feng highlighted that Beijing was ready to expend efforts to strengthen the ties between the states.
According to the latest data by China's customs administration, trade turnover between the neighboring states grew 27.8 percent from January through November 2018 compared to the same period in the previous year, and totaled $97.23 billion. Exports of Chinese goods to Russia increased 12 percent and amounted to $43.45 billion, while Russia’s sales to China surged 44.3 percent to $53.78 billion.
In November, Chief Executive of the Russian Export Center Andrey Slepnev said that the projected figure of $100 billion worth of mutual Russia-China trade could double in the years ahead. The partners are promoting settlements in ruble and yuan in an attempt to bypass the US dollar and other Western currencies due to numerous anti-Russian sanctions and persisting trade pressure placed on Beijing by Washington.

Poland has arrested a sales director for Chinese telecoms giant Huawei over allegations of working with Beijing’s intelligence services. Huawei is facing increased spying accusations from the US and its allies.
Along with the Chinese national, whose name has been reported as Weijinga W., the Polish counterintelligence service, the Internal Security Agency (ABW), arrested Polish national Piotr D., the ABW’s own former employee, Polish broadcaster TVP reports. Both are accused of espionage.
A Huawei spokesman has said the company is aware of the arrest, but has made no further comment.
Spying, and working in concert with the Chinese government, are the two chief allegations several Western nations are leveling against Huawei, which recently overtook Apple as the world’s second-largest smartphone manufacturer.
The US has been cracking down on Huawei products, accusing the company of building backdoors for spying into its phones. Along with most of its allies in the “Five Eyes” group – Canada, New Zealand, Australia and the UK – it has barred Huawei from assisting in building 5G networks.
The US-Huawei spat was kicked up a notch with the December arrest of Huawei CFO Meng Wanzhou in Canada. Meng is fighting extradition to the US, where she is wanted on charges of violating sanctions against Iran.
The escalation comes amid an unresolved trade war between Washington and Beijing, and US President Donald Trump has been clear that he is ready to use Meng as a bargaining chip to secure a better deal.
Poland is one of the most devout US allies in Europe. While at odds with Washington’s other European friends over migration, judicial reforms and other issues, Warsaw is constantly seeking to reinforce its ties with the US itself. It has agreed to house a US missile defense installation, and is now reportedly mulling housing an American military base, tentatively dubbed 'Fort Trump.’

Beijing Working on Response to Prague Calling Huawei Threat – President Zeman.

PRAGUE (Sputnik) – China is preparing to take response measures in reaction to the claims of the Czech National Cyber and Information Security Agency (NCISA) that Chinese telecommunication giant Huawei represents a threat to national security, Czech President Milos Zeman said.
"According to information which some of the [Czech] government members have, China is preparing some response measures, which may affect several areas, after this campaign against the Huawei company," Zeman said as aired by the TVBarrandov broadcaster.
Zeman suggested that China’s possible actions might affect the interests of carmaker Skoda Auto and the PPF investment group. The president recalled that during his visit to China in November, Skoda Auto concluded a major investment agreement with the Asian country.
"If China decides to limit its support for these investment activities, it will negatively affect not only this company [Skoda Auto] but the whole car industry and the Czech economy as a whole," Zeman pointed out.
The president also suggested that an agreement between Huawei and PPF on the creation of a 5G network in the Czech Republic might also be damaged by the potential retaliatory measures by Beijing.
Zeman’s remarks followed a statement of Dusan Navratil, the director of NCISA, who warned mobile networks against cooperation with Huawei and ZTE, citing their alleged cooperation with Chinese security services. Moreover, the Czech Security Intelligence Service (BIS) has suggested that the activities of Chinese security services, particularly in the area of commercial espionage, have boosted in the country.
The president suggested that by their statements, NCISA and BIS put Prague’s economic interests in jeopardy, noting the security services had not presented any proof to support their claims.

On Monday, Czech Prime Minister Andrej Babis said the Czech government had instructed the authorities to analyze the risks related to the use of computer software produced by Huawei and ZTE. Babis said that the checks would affect 160 leading government agencies, as well as private and state-run companies.
Huawei has recently faced allegations that it had been linked to the Chinese government. Last year, Australia, Japan, New Zealand and the United States have banned the Chinese telecommunications giant from participating in government contracts.
