Russia’s sovereignty over the Kuril Islands is non-negotiable, Foreign Minister Sergey Lavrov said after the first round of Russian-Japanese talks on a peace treaty. On Monday, Lavrov held talks in Moscow with his visiting Japanese counterpart, Taro Kono. “We pointed out to our Japanese friends that the sovereignty over the islands was non-negotiable. This is Russia’s territory,” TASS quoted Lavrov as saying. The top Russian diplomat stressed that Tokyo did not make any objections to Russia’s statement that the results of World War II are not subject to review.

Russians are overwhelmingly against handing the four Kuril Islands over to Japan, while a sizeable number of people also oppose making concessions for the sake of signing a peace treaty with Tokyo, a new poll show.
Over three-quarters of Russian citizens gave a clear ‘no’ to the feared giveaway, according to a survey by VCIOM, Russia’s leading pollster. Only 14 percent support the handover, arguing that the unprecedented concession will pave the way to a long-awaited Russia-Japan peace treaty and help improve ties between the two neighbors.
The poll comes as Moscow and Tokyo are stuck in the middle of renewed talks over the fate of the islands. Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe met last year to seek a solution to the territorial dispute, but to no avail.
Earlier this week, the Kremlin signaled that it will focus its efforts on reaching a peace deal with Japan. “Our major objective is not to give or get anything, but to sign a peace treaty [with Japan],” presidential spokesman Dmitry Peskov told Rossiya-1 on Sunday.
The USSR and Japan ended World War II hostilities in 1945 with an armistice that was not followed by a formal peace treaty. Known in Japan as Iturup, Kunashir, Shikotan, and Habomai, the islands in the Sea of Okhotsk were handed over to the Soviet Union under the 1945 Potsdam Declaration.
In 1956, a non-binding declaration signed by Japan and the USSR envisaged the prospects of a sovereignty handover, though its wording is vague. Still, the document says the move would be possible only after the two sides sign a peace treaty.
Since then, Tokyo has tried to claim the four Russian Kuril Islands, known in Japan as the ‘Northern Territories’. Japan has also talked about the prospect of regaining sovereignty over the southernmost part of the archipelago, which includes Shikotan Island and Habomai.
Tokyo maintains that the territorial dispute should be resolved first. Moscow has repeatedly stated that the islands’ sovereignty cannot be a bargaining chip, and that the Kurils will remain Russian territory.

Russia’s total trade turnover saw a significant year-over-year growth of 17.5 percent to nearly $688 billion as of the end of 2018, according to data published by the Russian Ministry of Economic Development.
The report showed that exports from Russia totaled some $450 billion, marking a surge of 25.6 percent, while imports saw a modest growth of 4.7 percent to some $238 billion. Share of exports increased to 65.4 percent against 61.1 percent in 2017 while the share of imports declined from 38.9 percent to 34.6 percent.

Trade turnover between Russia and Italy amounted to $27 billion, marking a 12.7 percent growth against the previous year. So far, Russia’s Ministry of Economy has yet to reveal detailed data about the structure of export-and-import ties with Italy.
The latest statistics published by Russia’s web portal of foreign economic information shows that in 2017 mutual trade between the countries totaled $23.94 billion, marking a significant growth against $19.813 billion reached in the previous year.
Russian goods exported to Italy include oil and petrochemicals, iron and nonferrous metals, chemical products, wood, machinery and electrical equipment, vehicles, agricultural and food products, fur and leather goods. Italy reportedly sold machinery and electrical equipment to Russia, as well as chemicals and petrochemicals, clothes, farm and food produce, furniture and bedclothes, shoes, metals and other goods.
In 2018, Russia’s mutual trade with its western neighbor saw an 11-percent year-on-year increase to $34 billion. The ministry noted that the surge was mostly accounted for by growing exports of energy commodities to Belarus.
According to the Belarusian national statistical portal, the country sold 854,000 tons of coal to neighboring Ukraine. The anthracite exported to Ukraine was reportedly purchased from Russia, as Belarus doesn’t mine coal on its territory.
3. The Netherlands
Russia’s trade turnover with the Netherlands saw a significant surge of more than 19 percent and totaled $47.2 billion. The export growth was reportedly due to increased sales of energy commodities and raw aluminum.
Mutual trade between Russia and Germany amounted to $59.6 billion, marking a surge of 19.3 percent against the previous year. Exports grew by a record 14.6 percent to more than $40 billion, while imports from Germany totaled some $30 billion, marking an increase of only 0.8 percent.
Meanwhile, Russia’s bilateral trade with the European Union totaled $294.2 billion, representing 42.8 percent of the country’s entire turnover. Exports to the bloc reportedly surged 28.3 percent, while imports saw modest growth of 7.7 percent.
Last year, China managed to become Russia’s number one trading partner, leaving the others far behind. Trade turnover between the neighbors reached $108.3, fixing a record growth of 24.5 percent. Exports of Russian goods reportedly increased by 44 percent and amounted to $56 billion.
The growth occurred mostly in sales of crude oil, refined copper and petrochemicals, according to the Economy Ministry.
Italy joining China’s new Silk Road raises eyebrows in Washington.

Italy is planning to formally back China’s multi-trillion-dollar Belt and Road Initiative (BRI). It would become the first G7 nation to join the ambitious project which promises to significantly boost global trade.
Rome is preparing to sign a memorandum of understanding to officially support the project, championed by Chinese President Xi Jinping, by the end of March, according to Michele Geraci, undersecretary in Italy’s Ministry of Economic Development as quoted by FT.
“The negotiation is not over yet, but it is possible that it will be concluded in time for Xi’s visit,” Geraci told the media.
“We want to make sure that ‘Made in Italy’ products can have more success in terms of export volume to China, which is the fastest-growing market in the world.”
The Chinese leader is expected to pay an official visit to Italy on March 22. After that Xi Jinping will reportedly head to France and ultimately the US for further negotiations to resolve the current trade stand-off between Beijing and Washington.
Italy’s move has not been received well in Washington. The project, known as the new Silk Road, will not help Italy economically and may significantly damage the country’s international image, according to the White House.
“We are skeptical that the Italian government’s endorsement will bring any sustained economic benefits to the Italian people, and it may end up harming Italy’s global reputation in the long run,” National Security Council spokesman Garrett Marquis told the media.
The Belt and Road Initiative is expected to provide effective connectivity and boost China’s cooperation with more than 80 countries in Southeast and Central Asia, the Middle East, Europe and Africa via various infrastructure projects on the lines of the old Silk Road. The project promises to significantly boost global trade, cutting trading costs by half for the countries involved.
Russian banks join Chinese alternative to SWIFT payment system.

Several Russian banks have joined the China International Payments System (CIPS), to ease operations between the two countries, according to a senior official at the Central Bank of Russia (CBR).
“As for the cooperation on payment systems, a range of banks are already connected to CIPS, allowing to facilitate payments routing procedure,” Vladimir Shapovalov, who heads a division dealing with foreign regulators at the CBR’s international cooperation department, said earlier this week during the international Russian-Chinese forum.
Meanwhile, the regulator hopes that Chinese counterparts pay more attention to Russia’s own SWIFT (Society for Worldwide Interbank Financial Telecommunication) alternative, SPFS (System for Transfer of Financial Messages), as it can further boost bilateral trade, the official added.
Russia is actively demonstrating the SPFS network, which was created in 2014 in response US threats of disconnecting Russia from SWIFT, to foreign partners, including China after its export version was finished late last year. The first system transaction involving a non-bank enterprise, was made by Russian oil major Rosneft in December 2017. Some 500 participants, with major Russian financial institutions and companies, have already joined.
On Thursday, the CBR announced that the Russian alternative to SWIFT made “significant progress” as it already complies with international standards and foreign players can be integrated in it. Some foreign banks already joined the SPFS, according to the CBR deputy governor Ksenia Yudaeva.
SWIFT is an international payment network that allows information about financial transactions to be sent and received around the globe. Over 11,000 financial institutions in more than 200 countries are connected to the network.
Putin promises special preferences for companies investing in Russia’s Arctic.

The Arctic region accounts for more than 10 percent of all investments in the Russian economy, according to President Vladimir Putin. The country is working on a new strategy for the region’s development, he added.
Speaking at the 5th International Arctic Forum in St. Petersburg, Putin said that he has instructed the government, experts, and business representatives to draft a federal law on a “special system of preferences for investors” in the Arctic zone.
“I am asking you to carry out this work promptly so that the law will be passed by the State Duma in the autumn session,” he said.
According to the president, preferences for investors “should be and will be even more advanced, more stable,” considering the peculiarities of the Arctic region.
When asked about tax breaks, Putin said “we are creating and will continue creating beneficial conditions for companies working in the harsh Arctic conditions.” That is due not only to the lack of infrastructure development, but also to the need of investing money in technologies that would help to preserve the nature of the region, he explained.
“We intend to prepare and approve a new strategy for development of the Arctic by 2035… this year,” the president said, noting that it “should consolidate activities of our national projects and state programs, investment plans of infrastructural companies and development programs of the Arctic cities.”
Putin also said that Russia will modernize ports on the Arctic coast and renew its icebreaker fleet. He has invited foreign partners to cooperate in shipbuilding, communications, security, and mineral production in the region. The president said that sanctions will not disrupt Russia’s plans for developing the Arctic.
The two-day International Arctic Forum kicked off in St. Petersburg on Tuesday, gathering about 350 Russian and foreign businesses.

The trade volume between Russia and China is expected to continue to accelerate and reach new heights, doubling the current record level of $108 billion, the Russian economy ministry says.
Russian Economic Development Minister Maxim Oreshkin told China's Xinhua News at the St. Petersburg International Economic Forum that a memorandum of understanding on trade promotion, recently inked in Moscow, will help to double bilateral trade to its target level in the next few years.
According to Oreshkin, this year the neighboring countries intend to continue increasing trade volume, which is “the point from which we are starting to reach new, ambitious goals.”
“We have full cooperation and complete understanding, and it is in this spirit that we will continue,” he said.
The minister added that Russia and China have listed a number of key sectors for development and improvement.
“The two countries should not only implement large projects, but also provide diversified end-use goods and investment. These volumes will grow very actively,” Oreshkin explained.
A new science and technology innovation fund will be created for investment in Russian and Chinese small and medium-sized enterprises.
Oreshkin noted that Russia plans to increase soybean exports to China which is the world’s largest importer of the produce. China is also set to become one of the major importers of Russian poultry and dairy products.

Huawei dominates global race to 5G despite pressure from Washington.

Chinese telecom giant Huawei has secured 50 5G contracts outside the domestic market, according to the company’s senior executive Ding Yun.
That’s an almost 50 percent gain from the number of contracts reported in February, the executive told a summit on Tuesday ahead of the launch of MWC19 Shanghai (the largest industry annual event in Asia).
“Huawei has been doing fine, we have to make sure the continuity of our business, not by relying on inventory, but by investing in our core technologies ranging from chipsets to modules to the operating system,” Ding said as quoted by the Global Times newspaper.
He added that, “Currently, two-thirds of global existing 5G networks are powered by Huawei technologies.”
The company has just helped to launch the 5G commercial network in Saudi Arabia, Huawei’s exec said.
The Shenzhen-based firm has been accused by the United States of spying for the Chinese government. It was barred from doing business with American companies which supply Huawei with necessary parts and technology.
Since last year, the Trump administration has been pressing allies to ban Huawei from 5G rollouts. Some countries like Australia and Japan have barred Huawei, while others, including India, are yet to take a decision on whether to permit its 5G rollouts. The UK and Spain have already launched 5G commercial networks empowered by Huawei base stations.
Last year, the world’s leading telecommunications solution provider Huawei made the world's first 5G call and launched the first 5G terminal device.
